Balochistan: Forces are committing “Grave Breaches” in Balochistan. 87 people are forcefully disappeared in May. BHRO

Bibi Gul Baloch, Chairperson Baloch Human Rights Organization has issued monthly report of human rights violations, took place in the month of May as a result of military operations and said that in Balochistan violent incidents are taking place continuously. The chain of forcefully disappearing people and appearing of mutilated bodies, started a decade before is still continue with all its intensity. The constitution of Pakistan clearly defends political rights but people of Balochistan are deprived of this constitutional right. Due to the fear of civil administration, military and Para- military forces, people avoid to file First Information Report (FIR) of enforced disappearances, extra judicial executions and burning down of houses. Due to use of extensive force, people are living under shadow of fear.

Bibi Gul Baloch said that in the month of May, forces forcefully disappeared 87 people. Those people who were forcefully disappeared by frontier corps, army and secret agencies are kept in unknown locations. Neither their family members are allowed to meet them nor are they provided constitutional right to defend themselves. The detainees are subjected to inhumane torture and mutilated bodies of many of the forcefully disappeared people were also found.

In the end of April, 5 mutilated bodies were from Mand, district Kech who were already in the custody of forces. Naeem Marri’s mutilated body was found in the month of May, abducted five years ago. Other than these, mutilated body of well-known social figure, Dost Mohammad Baloch was also found on May 26, abducted from Tump while he was traveling to Karachi. Incidents of extra judicial executions on daily basis clearly show that in Balochistan law is limited to books only. The state has failed to fulfill its responsibility of providing protection to its citizens.

In the month of May, 66 people were killed in different incidents, in which 26 people died in Mastung bomb blast, 21 people are killed by security forces including mutilated bodies, 6 unidentified bodies are found and 13 people were killed in enmity and other unknown reasons. 18 people are also released in this month including Sabor s/o Yaqoob, abducted in last July, Huzoor Jan, a student who was abducted in April and 10 other people who were abducted from Besima. These abductees who were later released didn’t tell media about their abduction and how they were treated but according to family sources, they were subjected to severe torture.

The people of Balochistan are facing multiple problems due to apathy of government and silence of human rights organizations. 70% residents of Dasht, an area connected to Gwadar have compelled to leave their houses and migrated. In the month of May, forces have burned down many houses in Dasht and are compelling the rest of the residents to migrate. Hundreds of residents are compel to live under open sky in extreme weather due to burning down of their houses by forces. Baloch Human Rights Organization received cases of losses of businesses and settlements of civilians by local goons supported by forces in Mashkay, district Awaran. In the same way, other districts of Balochistan are affected equally. According to sources, heavy military operation is being conducted in Mastung and nearby areas from last 3 days. It is believed that civilians will be affected in this operation.

Bibi Gul Baloch further added that the reason behind publishing these statistics is that the human rights of people of Balochistan should not be affected. Protection of people’s lives and settlements is government’s responsibility but if state’s institutions themselves become involve in killing and abduction of people than the people will lose their faith on the state. She appealed from human rights organizations and activists to raise their voices in order to stop military operations and safe recovery of enforced disappeared people, abducted by state institutions because instead of solving the problem of Balochistan through political means, using of extensive force will become the cause of loss of lives more people and forcefully disappearing of people.
