The month of July has also been prominent regarding human rights violations in Balochistan. However, neither any media outlets nor local human rights organizations considered it their responsibility to raise these violations. The provincial government didn’t hold forces accountable due to which the civilians are being affected by the behavior of forces. BHRO has several times drawn attention of government towards this serious issue and once again we repeat that the operations which are being carried out against insurgents are without any discrimination. The forces raid and abduct people anytime without considering privacy and dignity of people.  People from all walk of life; students, teachers, social activists and shepherds, especially people of rural areas don’t feel themselves safe. In the cities, forces are hurting people’s dignity in the name of checking but instead of addressing these issues, government’s representatives and media are focusing on unimportant issues which itself shows the non-seriousness of the government.

One of the biggest issues in Balochistan is the check posts of forces, which have become the reason of insecurity among people. The individual freedom of the people is affected by forces due to the investigation of the people on check posts. Abducting of innocent people and subjecting them to torture for days without any allegation have created a sense of collective insecurity. Media outlets and human rights organization activists should visit the affected areas and bring forward the situation of the ground because leaving people in this situation is turning a blind eye towards responsibilities.   The incident and statistics which we are presenting only comprise of the data where we could reach. Due to lack of communication, we were unable to collect all statistics and details of losses that is why we are not including them.

In the month of July forces conducted 16 military operations and dozens of raids in Balochistan in which 107 people were abducted, among which 26 people were later released in this month while 81 people are still missing. 8 people became victim of target killing while 7 bodies were recovered. 18 people were also released after 3 days of abduction; all of them are residents of district Awaran. Noor Ahmed, a teacher in High School of Phullabad was abducted by forces from Ginnah check post on his way home on July 28, 2016. Wahid Baloch, a well-known social and literally activists was abducted by intelligence agency while travelling from Sindh to Karachi. Other than these, Ahtisham-ul-Haq and his son residents of Tump district Kech are among the 8 victims of target killing whereas, incidents of target killing also took place in Mand and Gwadar.

In the month of July, 7 mutilated bodies were found; which is lowest number of bodies found in a month in 2016. Among which 4 were bodies of missing persons, one body was recovered from Ferozabad which was beyond recognition whereas, bodies of Niyaz Baloch, a political activist and resident of Balgathar and another man who was resident of Jibri, Mashkay was also found, both were abducted by security forces.

20 people were also released in the month of July; in which majority of the people were abducted 4 to 6 months back from different areas of Balochistan. Mussa, Swali, Khudadad and Saleh are among the released people who were abducted from Awaran during an operation on Eid-ul-Fitr. Other than these Master Zahid resident of Mashkay was also released in this month who was abducted in April, 2013 along with 3 other people while other 3 are still missing. On July 17, 2016 forces burned down a shop in the town of Tump in front of many eyewitnesses in daylight. On the same day in Achden, Mashkay forces took away hundreds of livestock of local traders, which are source of income of many families. Such incidents are serious violation of human rights and turning blind eyes towards these victims is depriving them from justice.

Baloch Human Rights Organization condemns these incidents and appeals to authorized institutions to bind forces to protect lives of civilians, dignity of houses and households of the people during operations and produce people in court and give them constitutional rights to defend themselves in order to stop tragic incidents of abducting people and detaining them for months. After analyzing the published reports of BHRO, it is easy to analyze the seriousness of the situation in Balochistan. Abduction and custodial killing is still continued with all its intensity, the way it has been going on in Balochistan. After passing Pakistan Protection Ordinance, forces authorities were extended whose negative impacts have already appeared in Balochistan.

Baloch Human Rights Organization appeals to international human rights organization to send their representatives in order to examine the serious situation of Balochistan and to protect the people from the problems created due to violation of human rights and in order to release missing persons safely.
